Meaning of Educational Administration
Educational administration is fundamental in education. It is concerned with the implementation of educational plans in an efficient and effective manner, in the centers of learning. While the preparation of an educational plan is considered as the art of thinking out the maximum possible in a given situation, educational administration is considered as the act of realizing those possibilities fully and comprehensively. Some people interpret its meaning in a narrow sense as the instrument of only managing the teaching and non-teaching personnel of the Education Department. But educational administration is considered as the art and science of the management of educational programmes. The management of personnel is only incidental to the primary task of the management of educational programmes for maximum efficiency and effectiveness.
Like most words, “administration” has been derived from the Latin word “master” which means, service rendered to others for their welfare. The traditional meaning of the term ‘administration’ was – perform, take charge of or accomplish. The Oxford Dictionary defines administration as, management (of Business), management of public affairs, government etc. According to this definition, administration may be considered as management of business or public affairs or government. The use of the words-business, public affairs and government indicate a type of organisation or institution. Fro this analysis, administration may be considered as management of an organisation or institution. Thus administration has two important aspects – the management and the organisation.
Management
Drucker, an eminent writer, puts it this way.” The management’s function is mainly a policy-making function, management does not do things. Il decides what should be done. The managements job thus is largely a job of projecting the future, on to the present.” The managers job, therefore, is to frame policies and planning functions while the administrator implements the policies and plans the programmed.
Educational Administration
The term ‘Educational Administration’ is very comprehensive. It is concerned with the management of any organization or institution having an organised purpose, concerned with education of the group of individuals forming that organization. This management must be done with maximum efficiency and effectiveness. Administration facilitates teaching and learning. Its basic unit is the school which also includes the playground, the laboratory, the school hall, the seminar room and many different types of activities in which the teachers. guide their students. The process of administration is designed to promote the quality of work being done in the school, so that all the objectives of education are realized. Thus, every teacher becomes a part of school administration. We should, however, be very clear about the fact that administration is not confined to mere instructional work. It includes all other activities concerned with the development of students personality – physical fitness, mental alertness, aesthetic tastes, moral excellence, social commitments, spiritual consciousness academic achievements etc. It also includes the national objectives to be attained through education. These include the spirit of patriotism, a healthy attitude towards work, national integration, social service etc.
