General Administration and Educational Administration
Administration became important first in government and later in business and education Administration involves management of an organisation. It helps groups of people to achieve a definite goal or objective in life. “…Administration is conceived as the necessary activities of those individuals (executives) in an organisation who are charged with ordering, forwarding and facilitating the associated efforts of a group of individuals brought together to realize certain definite purposes. A successful administrator in general administration has to be a strong man, whose job is to secure conformity to rules and regulations. He has also to take the help of associated effort to realize the defined goals.
The development of educational administration as a special field of study has been slow, because it is very difficult to isolate the function of management from the many different educational activities. Besides this, the concept of educational administration is continually changing, altering the concepts and conditions of education. The educational administration, in the words of Campbell, Corbally and Ramseyer, “consists of facilitating the development of goals and policies basic to teaching and learning, stimulating the development of appropriate programmes for teaching and learning, and procuring and managing personnel and material to implement teaching and learning.” An educational administrator has to think new thoughts and float new ideas for the development of teaching and learning. In general administration the boss gives the ideas and his word is law. Not so in education. Here a new idea is worthwhile, not because it comes from the mouth of a big boss, but because it is the result of long thinking and of a vision of the future. Here the idea of the boss may have to be superseded or replaced by a brilliant idea of some genius, who may be only a junior teacher or official. To organize a system of educational administration to serve the optimum purposes, each single activity, from the teaching of each subject at different levels to the cultivation of the products of education or education for employment must be subjected to a thorough analysis. Such a study enables the educational administrator to discover the component parts of the educational system, their duties, physical and mental requirements as well as tools and equipment needed for them, lines of promotion, experience and ability requirements, working hours and conditions and the relationship of one activity with others.
