ROLE OF CENTRAL GOVERNMENT IN ENTREPRENEURIAL DEVELOPMENT

The following Central Government aided and public sector organizations are engaged in organizing EDP.

1. The National Institute for Entrepreneurship and Small Business Development (NIESBUD) New Delhi: It was established by the Government of India as an apex body working and overseeing the activities of various agencies engaged in entrepreneurial development programmes.

Functions of the Institute :

(i) To evolve effective training strategies and methodology,

(ii) To formulate scientific selection procedures;

(iii) To standardize model syllabi for training various target groups;

(v) To develop training aids, manuals and other tools,

(vi) To conduct such programmes which are not undertaken by other agencies.

(vii) To conduct workshop seminars and conferences, etc. for entrepreneurship development.

2. Management Development Institute (MDI): It was started by the Industrial Finance Corporation of India (IFCI) in 1975 Gurgaun near Delhi to improve the quality of day-to-day managerial functions. Its main objective is to improve quality of managerial functions performed in industrial and banking sectors. It organizes various types of managerial development programmes for public sector undertakings such as Bharat Heavy Electrical Ltd., Oil and National Gas Commission (ONGC), Indian Economic Service (IES).

3. Entrepreneurial Development Institute of India (EDII) Ahmedabad : It was set up by public financial institutions and the Government of Gujarat. It is also an all India institution. It is also engaged in entrepreneurial development programmes and innovative training techniques for trainers.

Its main functions are:

(i) Evolving innovative training techniques for trainers;

(ii) Entrepreneurial development programme for women entrepreneurs;

(iii) Entrepreneurial development programmes for rural entrepreneurs.

(iv) Imparting business management training.

4. All India Small Scale Industries Board: All India Small Scale Industries Board was established in 1954 as consultative committee. It determines policies and programmes for the development of small scale industries. Its chairman is the union minister. It is constituted as follows:

(i) Representatives of the Central Government.

(ii) Representatives of the State Government. 

(iii) Representatives of the Reserve Bank of India and the State Bank of India.

(iv) Representatives of various institutions such as National Small Industries Corporation, State Finance Corporation, State Small Industries Board etc.

(v) Representatives of Indian Small Industries Board.

(vi) Non-Government members, public sector members, trade and industry and other related representatives.

5. Small Industries Development Organization: It was established in 1954 by the Central Government. It provides its services throughout the country through its branches, extension centers, regional training centers, local training centers, product co-ordination centers, and production centers.

6. Small Industries Service Institute (SISI): Small Industries Services Institute is operating one unit each in every static and New Delhi. It is running industries extension service through Small Industries Service Institute with the help of its offices and branch offers located in the country.

7. National Alliance of Young Entrepreneurs (NAYE): It has sponsored number of entrepreneurial development schemes in collaboration with various public sector banks. The main object of the scheme is to encourage young entrepreneurs to explore investment and self employment opportunities. It arranges for their training and assists them in procuring necessary finance. In 1975 NAYE also set up a Women’s wing. It has been pioneer in promotion and development of young entrepreneur in general and the women entrepreneurs in particular. To make women self reliant and to raise their status NAYE has organized number of National and International conferences.

8. National Entrepreneurship Development Board (NEDB) : This is the apex body for determining policies for the development of entrepreneurship. Its main function is policy direction and guidance. Recommendations and suggestions made by it are implemented by the National subsidiary and Small Industries Development Institute.

9. Institute for Entrepreneurial Development (IED): It was set up by the IDBI in association with other financial institution, public sector banks and the State Governments. The IEDs were set up to fulfil the entrepreneurial development needs of the industrially backward States in the country. IEDs have been set up the few States where these IEDs had conducted number of EDPs on subjects such as motivation, business opportunities, entrepreneurial awareness programmes and project counseling for women.
